摘要：针对当前施工招标市场上出现的高价围标和低价钓标现象，引入了话语权重系数、动态调整系数的概念，并将其作为主要参数建立商务标基准价模型，形成工程施工采购评标新方法—话语权法，并研究验证其在评标中发挥的作用，以期为有效控制高价围标及低价钓标提供借鉴。

Abstract：Aiming at the phenomenon about high price surround-bidding and low price fishing bidding appearing in the current construction bidding market，this paper introduces the concept of discourse weight coefficient and dynamic adjustment coefficient，and uses them as the main parameters to establish the commercial bid benchmark price model. Then，creates a new method of bid evaluation for purchase of engineering construction discourse weight method，studies and verifies the new method’s role in bid evaluation in order to provide reference for controlling high price surround-bidding and low price fishing bidding effectively.
