摘要：为确保老旧小区更新提升工作的成效，需要对该项工作的实施效果开展评价。从居住功能提升工程、设施完善工程、基本物业管理和长效管理机制三个方面构建老旧小区更新提升实施效果评价指标体系，并基于区间值犹豫模糊集构建评价模型，为老旧小区更新提升效果评价提供参考。

Abstract：In order to ensure the effectiveness of the old community upgrading and renovation work，it is necessary to evaluate the implementation effect of the work. This paper constructs the evaluation index system for upgrading and renovation of the old community from three aspects，namely the upgrading of living function，the improvement of facilities，the basic property management and the long-term management mechanism，and establishes the evaluation model based on interval valued hesitant fuzzy sets，in order to provide reference for implementation effect evaluation of old community upgrading and renovation.
