摘要：为提高民营企业的投资积极性，改善合作关系，构建民营企业与政府部门的复制动态模型，从演化博弈的视角解释PPP模式中民营企业投资积极性降低的原因。研究发现，项目的投资回报水平低、融资成本高、扶持效果不佳、缺乏上级政府监督约束力等因素都会使民营企业的投资积极性向消极方向演化。根据分析结果，提出推进民营企业参与PPP项目的政策建议。

Abstract：In order to improve the investment initiative of private enterprises and the partnership between government and private enterprise，the paper constructs the replication dynamic model of private enterprises and government，and explains the reasons for the decline of private enterprises’ investment initiative of PPP from the perspective of evolutionary game. The research finds that the low return on investment，high financing costs，poor government support and lack of superior government supervision will reduce the initiative of private enterprises to participate in the PPP projects. Finally，puts forward reasonable suggestions to encourage private enterprises to participate in PPP project.
