摘要：利用KPI方法，从绩效评价的经济性、效率性、效果性、公平性和可持续性的基本准则出发，对PPP项目的执行阶段和移交阶段进行关键成功因素（CSF）分析并确定关键绩效指标（KPI），最后将KPI指标进行整理、删减和分类，构建PPP项目绩效评价的综合评价体系。

Abstract：This paper uses the KPI method to analyze the core success factors and determines the key performance indicators in the implementation and transfer stages of the PPP project from the basic criteria of the performance evaluation，such as economy，efficiency，effectiveness，fairness and sustainability. Finally，sorts，deletes and classifies the KPI indexes，constructs a comprehensive evaluation system for PPP project performance evaluation.
