摘要：通过对现行以政府付费或可行性缺口补助方式获得回报的PPP项目常见按效付费机制的利弊分析，提出一种改进的按效付费模式：将建设期绩效考核结果同建设成本与运营期绩效考核结果的挂钩率相关联，实现建设期与运营期绩效考核的有机结合，为此类按效付费项目提供参考。

Abstract：This paper proposes an improved pay by effect model by analyzing the advantages and disadvantages of the common pay by effect model of PPP projects that are currently rewarded by government payment or viability gap fund，which makes the performance appraisal results of the construction period correlated with the peg rate of the construction cost and the performance appraisal results during the operation period，in order to realize the organic combination of the performance appraisal during the construction period and the operation period，and provide reference for such projects to pay by effect.
