摘要：结合政府投资基金相关文献、理论及政策文件，确定政府投资基金运用于PPP项目的投资约束条件与投资目标，从项目合规性、重要度、盈利能力和项目社会效益四个方面给出政府投资基金投资时PPP项目应满足的基本条件和政府投资基金投资决策的流程，为政府投资基金运用于PPP项目的决策提供参考。

Abstract：This paper combines the relevant literature，theory and policy documents of government investment funds to determine the investment constraints and objects of government investment funds for PPP projects. Then，gives the basic conditions that the PPP project should meet as applying the government investment fund from the aspects of project compliance，importance，profitability and external benefits of the project，as well as the process of government fund investment decision，provide reference for decision of government investment funds applied to PPP projects.
