摘要：以东非某水工工程项目疏浚吹填施工索赔为例，分析疏浚分部工程索赔事件原由及难点，结合项目合同文件针对索赔事件特点提出索赔解决方案，并详细阐述该事件索赔过程，为海外水工疏浚吹填施工项目索赔提供经验参考。

Abstract：Taking the claim for dredging and reclamation construction of a marine project in East Africa as an example，this paper analyzes the claim reasons and difficulties in this project，proposes the claim solution in accordance with characteristic of the claim event and the project contract document，and elaborates the detailed claim process，in order to provide references for the claim for oversea dredging and reclamation of marine projects.
