摘要：以中小学校工程为例，总结归纳三种建设治理模式，分析不同建设治理模式对中小学校工程价值实现的影响。在上述基础上，针对价值实现阻碍因素提出对现有体系的改进建议，以期为更大范围的公共工程建设管理提供参考。

Abstract：This paper takes primary and secondary schools as an example to summarize three existing governance models，analyzes the factors that facilitate and hinder value-realization under different construction governance models. In view of the obstacles to value realization，proposes solutions for improving the existing system.
