摘要：政府实施合同制治理的绩效直接影响着PPP模式能否发挥其应有的价值。基于“4E”理论，构建包括5个目标层、13个准则层共27个指标的PPP模式下合同制治理绩效评价指标体系。运用层次分析法（AHP）对各指标进行赋权，并根据指标权重分配结果对提高PPP模式下合同制治理绩效提出建议。结果表明：明确职责分工，完善法律法规体系，加强信息公开，对于政府在PPP模式中有效地实施合同制治理有重要

意义。

Abstract：The performance of the government’s implementation of contract governance directly affects whether the PPP mode can play its due value. Based on the "4E" theory，this paper constructs the performance evaluation index system of contract governance under PPP mode of 5 target level，13 criteria level，and 27 indexes.Then，uses AHP to empower each index，and according to the results of index weight allocation，puts forward some suggestions on improving the performance of contract governance under PPP mode. The results show that the clear division of responsibilities，the improvement of the system of laws and regulations，and the strengthening of information disclosure are of great significance for the government to effectively implement the contract governance in the PPP mode.
