摘要：分析影响PPP利益相关者利益分配的因素，并以此为依据建立PPP项目利益分配指标体系；运用VIKOR优化模型进行排序，选择出PPP项目中核心利益相关者利益分配的最优顺序。最后运用VIKOR方法对高速公路PPP项目的利益分配进行排序，排序结果能为核心利益相关者提供科学的决策依据。

Abstract：Firstly，this paper analyzes the factors that affect the benefit distribution of PPP stakeholders，and establishes the index system of benefit distribution of PPP projects. Then，uses VIKOR optimization model to sort out the optimal order of benefit distribution among core stakeholders in PPP projects. Finally，uses the VIKOR method to sort out the benefit distribution of expressway PPP projects，and the sequencing results can provide scientific decision basis for the core stakeholders.
