摘要：管道维修工程具有专业广、周期短、点位分散的特点，没有专门项目管理机构和专业管理人员，业主兼职管理造成工程现场实际脱管。分析业主自管和业主委托管理的优缺点，提出以风险型PMC项目管理承包的专业化管理模式，以期在保证维修工程长治久安的基础上，实现管道本体安全受控。

Abstract：The pipeline maintenance engineering has the characteristics of wide professional，short cycle and scattered point position. There is no special project management organization and professional management personnels. The part-time management of the owner causes the actual disengagement of the project site. This paper analyzes the advantages and disadvantages of the project management of owner self management and entrusted management，puts forward the specialized management model of risk type PMC project management contract，so as to achieve the safety control of the pipeline on the basis of ensuring the long-term safety of the maintenance engineering.
