摘要：采用项目“LPE”绩效审计评价模型，将农配网项目分成项目前期及储备、项目计划与立项、项目实施、项目审计决算、项目运营五个阶段，结合定性和定量指标，构建基于供给侧改革思想和项目全生命周期的评价指标体系并进行实证分析，为我国农配网项目绩效审计评价提供参考。

Abstract：This paper uses “LPE” performance audit evaluation method to divide the rural distribution network into five stages：pre project and reserve，project plan and approval，project implementation，project audit final calculation and project operation. Combined with the qualitative and quantitative indexes，constructs the evaluation index system based on the supply side reform thought and the whole life cycle of projects and carries out the empirical analysis，in order to provide references for the performance audit evaluation of rural distribution network projects in China.
