摘要：首先通过对PPP项目盈利能力——合理利润率、投资回报率和财务内部收益率的概念辨析，分析所涉及财务指标的经济含义及适用情形；然后结合实际工程案例，探讨相关指标的区别及联系，并进一步分析相关财务指标对融资成本上升的敏感程度；最后针对目前PPP项目落地时面临的融资难、成本高等问题，提出意见和建议。

Abstract：Firstly，through analyzing the concepts of profitability of PPP project - reasonable profit rate，return on investment，and financial internal rate of return，this paper analyzes the economic meaning and applicable conditions of the financial indicators involved. Then，based on the actual engineering cases，explores the differences and linkages of relevant indicators，and further investigates the sensitivity of relevant financial indicators to the rise in financing costs. Finally，puts forward some suggestions on the financing difficulties and high costs faced by the current PPP projects.
