摘要：实践中，项目各参与单位往往更关注项目建设本身，忽视公共工程真正要实现的价值。以学校项目为例，提炼相关标准规范中的功能价值要求，通过访谈和案例验证并补充已有标准规范的不足，得出较为完整的公共工程功能价值要求，以期为公共工程建设管理提供参考。

Abstract：In practice，the participating units tend to pay more attention to the project construction itself and ignore the real value of the public works. Taking the school project as an example，this paper refines the requirements of using value in the relevant standards and regulations. Through interviews and case study，validates and supplements the deficiencies of the existing standards and regulations，gets a relatively complete requirements of using value of public works，in order to provide reference for the construction of public works.
