摘要：有效管控项目投资是当前公共工程领域推行D&B模式的一个主要目标。“需求”明确和采用易于执行的固定总价合同形式，是业主有效管控项目投资的关键。在厘清行政监管与项目管理界限并提高行政监管协作效率基础上，提出专业且权责统一的业主，通过关注项目“需求”明确化途径、合理分摊地质勘测和主材价差的管理风险、采用合适的固定总价合同形式、关注设计优化激励重点等关键环节，可优化新模式下项目的投资管控框架。

Abstract：The effective management and control of project investment is a major goal of implementing D&B mode for public engineering. And it is the key for owners to control investment effectively through explicit demand and easy to execute fixed price contract. On the basis of clarifying the scope of administrative supervision and project management，improving the efficiency of administrative supervision cooperation，this paper points out that，professional owners should optimize the investment control framework of the project in D&B mode，by paying attention to the clear project “demand”，sharing the management risks of geological survey and the price difference of main materials，adopting the appropriate fixed total price contract form and incentive emphases of design optimization.
