摘要：PPP项目资产的形成落地直接关系公众利益，在基于公共物品理论和新公共管理运动模式的基础下，通过分析PPP项目各阶段资产管理目前存在的问题，运用ALM模型构建PPP项目资产的全生命周期管理框架，将PPP项目各阶段紧密联系，以全新视角进行PPP项目的资产管理。

Abstract：The formation of PPP project assets has a direct bearing on the public interest. Based on the theory of public goods and the new public management movement model，this paper analyzes the existing problems of asset management in various stages of PPP projects and uses the ALM model to construct the life cycle management framework of PPP project assets，links the various stages of the PPP project closely，and carries out the PPP project’s asset management in a new perspective.
