摘要：以我国工程咨询服务业为研究对象，阐述全过程工程咨询服务的含义和内容。分析我国工程咨询业开展全过程工程咨询服务的外部机遇和挑战以及内部优势和劣势，总结出我国全过程工程咨询服务业的SWOT矩阵。在上述基础上提出发挥政府职能、差异化服务、战略联盟和实施人力资源战略等建议。

Abstract：Taking China’s engineering consulting service industry as the research object，this paper expounds the meaning and content of the whole process engineering consulting service. Then，analyzes the external opportunities and challenges and internal advantages and disadvantages of the whole process engineering consulting service in China’s engineering consulting industry，and summarizes the SWOT matrix of the whole process engineering consulting service industry in China.On this basis，puts forward some suggestions such as weakening the government function，differentiated service，strategic alliance and implementation of human resource strategy.
