摘要：商品住宅专项维修资金运行效用是政府及社会各方面共同关注的问题。基于效用角度，梳理商品住宅专项维修资金运行效用的评价指标。在此基础上，结合AHP法与三角白化权函数理论，构建灰色聚类评价模型，并以苏州市为例进行评价，验证评价模型的有效性。最后，分析苏州商品住宅专项维修资金运行的经验，为其他城市的专项维修资金运行效用提升提供参考。

Abstract：The operational utility of special maintenance funds for commercial housing is a common concern of the government and society. Based on the perspective of utility，this paper combs the assessment indicators for the operational utility of special maintenance funds for commodity housing. On this basis，combined with the AHP method and the theory of triangular whitening weight functions，constructs the grey clustering model，takes Suzhou as an example to evaluate the effectiveness of the evaluation model. Finally，analyzes the experience of special maintenance funds for commercial housing in Suzhou，in order to provide reference for the improvement of the operational utility of special maintenance funds in other cities.
