摘要：首先分析建设工程施工图审查机构法律视角下的职业责任及其所带来的风险，由于审查机构赔付能力有限，需借助职业责任保险进行风险转移；其次阐释职业责任保险设计中被保险人、保险责任、承保方式、赔偿限额、保险费率厘定等关键要素，给出核心保险条款的设计案例；最后提出施工图审查职业责任保险政策推进试点先行、协会主导等推广措施，同时对职业责任保险行业发展趋势进行展望。

Abstract：Firstly，this paper analyzes the professional liability and its risks of the construction drawings inspection organization under the legal perspective. Due to the limited compensation ability of the censorship，it needs the help of professional liability insurance to carry on the risk transfer. Secondly，explains the key elements in the design of occupational liability insurance，including the insured，the insurance liability，the way of underwriting，the limit of compensation and the insurance premium，gives the design cases of the core insurance clauses. Finally，puts forward the promotion measures such as professional liability insurance policy making，the pilot and the leadership of the association，and prospects the development trend of the professional liability insurance industry.
