摘要：阐述社会资本发起产业基金，并以特殊目的公司（SPV）参与到PPP项目中。同时探讨社会资本以此种途径参与PPP项目时的风险及防范，以期为社会资本参与PPP项目提供参考。

Abstract：This paper expounds the path of private capital participation in PPP projects through SPV by industrial funds. Then，discusses the risks and precautions of private capital participation in PPP projects through such channel，in order to provide references for private capital participation in PPP projects.
