摘要：通过分析建筑业目前面临的发展问题和建筑企业发展现状，主张建筑企业通过集中化管控模式，建立对工程项目的预算管理体系。然后从岗位设置、管理流程、管控重点、跟踪分析、应对措施、信息化建设和考核评价七个方面，阐述预算管理体系建设，以保证建筑企业预期目标的实现。

Abstract：Through the analysis of the development problems in construction industry and the development situation of construction enterprises，this paper advocates that the construction enterprises should establish the budget management system for the engineering projects through centralized management and control model. Then，from seven aspects of post setting，management process，management and control focus，tracking analysis，response measure，information construction and assessment and evaluation，elaborates the construction of budget management system，in order to ensure the realization of the expected goal of construction enterprises.
