摘要：PPP模式能有效解决政府部门在轨道交通建设方面资金不足等问题，但因其组织结构复杂、牵扯面广、时间跨度长而使潜在风险巨大。阐述PPP项目融资过程中公共风险、私人风险以及共担风险的概念和内容。结合城轨PPP项目风险分担的原则及流程，针对关键风险提出相应防范与控制措施，为城市轨道交通PPP项目风险管理提供参考。

Abstract：PPP model can effectively solves the problems of insufficient funds for government departments in rail transit construction，but it has a huge potential risk because of its complex structure，long time span and wide involvement. This paper expounds the concept and content of public risks，private risks and co-risks of PPP projects financing process. Combined with the principle and process of risks sharing of PPP project in urban rail，puts forward the corresponding prevention and control measures for key risks，in order to provide references for risks management of urban rail transit PPP projects.
