摘要：高校基本建设资金的筹措是高校普通面临的一大难题。分析当前建设资金筹措的主要渠道及其存在的问题，提出效益优先、多元互补、适量适度、风险可控的基本策略，并介绍成都大学建设资金的筹措对策，包括财政支持、校区置换、银行贷款和其它来源，以满足高校基本建设资金需求，实现可持续发展目标。

Abstract：The financing of capital construction funds in colleges and universities is a major problem for universities. This paper analyzes the main ways of raising funds for construction projects and the existing problems，puts forward basic strategies including economic efficiency first，multiple complementarities，appropriate amount，and controllable risks，and introduces the raising funds strategies of Chengdu university，including financial support，campus replacement，bank loans and other sources. so as to meet the funds requirement of university capital construction and achieve the goals of sustainable development.
