摘要：PPP模式下建设、运营地下综合管廊项目具有高度的复杂性。分析PPP模式下地下综合管廊项目用地问题的特殊性，提出综合管廊PPP项目宜以租赁方式取得土地。阐述地下综合管廊PPP项目用地的权利冲突，在此基础上提出权利冲突的解决方法。

Abstract：There is a high complexity in the construction and operation of the utility tunnel projects under PPP model. This paper analyzes the particularity of the land use problem in the underground utility tunnel projects under PPP model，and proposes that PPP projects of utility tunnel should be leased to obtain the land. Then，expounds the conflicts of rights in the land use of underground utility tunnel PPP projects，based on this，puts forward the solutions for the conflicts of rights.
