[摘　要]　专业人员的缺乏已经成为工程保险服务的软肋。在外部环境与体制不变的情况下，开展工程保险业务的保险公司就必须克服制约其发展的技术障碍，建立自己的技术服务型组织，在工程保险的全过程开展相关业务。工程保险技术服务型组织的建立可以通过社会招聘、市场委托监理单位和参股监理公司等方式进行。

Abstract: The lack of specialists has become the weakness in the service of engineering insurance. In order to develop insurance affairs in the whole process, insurance company must overcome the technique handicaps under the 

unchanged condition of environment and structure, and set up technique service organization, which may carry out by the way of social recruitment specialists, entrusting and becoming a shareholder of engineering supervisor company．
