摘要：从城市轨道交通PPP项目的整体性和系统性角度出发，引入平衡记分卡模式，建立财务维度、顾客维度、内部流程维度、学习与创新维度为基础的绩效评价指标体系。然后采用C-OWA算子确定指标权重，结合模糊综合评价方法建立绩效评估模型。最后将模型应用于北京地铁4号线，进行运营期绩效评价，以验证该模型的科学性和实用性。

Abstract：From the perspective of the integrity and systematization of urban rail transit PPP projects，this paper introduces a balanced scorecard model，and establishes a performance evaluation index system based on the financial dimension，customer dimension，internal process dimension and learning and innovation dimension. Then，determines the index weight by C-OWA operator，and establishes the performance evaluation model combined with the fuzzy comprehensive evaluation method. Finally，applies the model to Beijing metro line 4 for performance evaluation，and verifies the scientificity and practicability of the model.
