（1.中煤地质工程有限公司，北京 100040；2.华北水利水电大学水利学院，河南 郑州 450011）摘要：基于联合体的公司信誉、财务能力、建设运维能力以及组织管理能力等构建PPP项目联合体合作伙伴的选择指标体系。在此基础上，利用TOPSIS优选模型对PPP项目联合体合作伙伴进行评价。实例分析结果表明，该决策模型及指标体系，能够简便有效地确定合作伙伴的排序，可为联合体合作伙伴的选择提供参考。

Abstract：Based on the corporate reputation，financial capabilities，construction operation and maintenance capabilities，and organizational management capabilities of the consortium，this paper constructs the selection index system of PPP project consorium partners. Based on this，evaluates the PPP project consortium partners taking use of TOPSIS optimization model. The results of the example application show that the decision model and the index system can easily and effectively determine the ordering of partners，which can provide references for the selection of consortium partners.
