摘要：随着铁路建设的快速发展，铁路工程建设市场存在着大量不规范行为。基于此，对比和分析国家相关法律法规以及其他行业施工分包管理规章制度，指出相关法律法规政策存在的问题，并提出加强铁路建设施工分包管理的建议。

Abstract：With the rapid development of railway construction，there are a lot of irregular behaviors in the railway construction market. Based on this，this paper compares and analyzes the relevant laws and regulations of the state as well as the construction subcontracting management rules and regulations of other industries，points out the problems of relevant laws and regulations and policies，and puts forward some suggestions on strengthening the subcontracting management of railway construction.
