摘要：结合现阶段各铁路局大规模的干线更新改造项目，以电气化接触网更新改造项目为例，阐述既有线更新改造工程的特点，并分析基本定额应用于更新改造的不足，提出既有线更新改造工程不宜直接采用铁路预算定额，需要充分考虑新形势条件下的安全要求和施工条件，对定额进行补充完善。

Abstract：Combined with the large-scale trunk line renewal and renovation projects of the railway administrations at the present stage，this paper expounds the characteristics of existing railway renewal and reformation projects taking the renewal and reformation engineering of electrified catenary as an example，analyzes the shortages of the basic quota applied to the renewal and reformation projects，suggests that the basic quota should not be used directly in the existing railway renewal and reformation projects，need to fully consider the safety requirements and construction conditions under the new situation，so as to complement and perfect the quota.
