摘要：以一个市政截污干渠工程施工成本计划编制中目标成本的确定与分解为例，阐述利用企业投标工程量清单所包含的成本信息确定施工成本目标及进行成本目标分解的方法，在缺乏企业定额作指导的条件下，为基层项目管理人员编制施工成本计划提供了一种新的思路。

Abstract：Taking the confirmation and decomposition of target cost in the construction cost planning of an interception project of sluice-way construction as an example，this paper explains the method utilized in the confirmation and decomposition of construction cost goals based on the information provided on the list of bid quantity，thus this new concept and method contributes a way for construction managers working on the basic level in their planning of construction cost under the condition of lacking the guidelines of enterprise quota.
