摘要：分析招标采购制度体系改革的必要性，包括国家发展战略需求、经济发展对招标采购的需求、实施改革整合基本条件、实施超越发展等方面。然后提出招投标法和政府采购法改革整合为一、整合调整成两个层次的制度体系、招标采购标准文件的系统整合与补充、公共资源交易中心（或场所）与电子招标采购平台整合等改革方案。最后阐述改革的实施安排与措施，以期形成更适应新时代发展需求的中国版招标采购制度体系、规则及标准。

Abstract：This paper analyzes the necessity of the reform of tendering and purchasing system，such as the needs of national development strategy，the demand of economic development for bidding procurement，the basic conditions for implementing reform and integration，and the implementation of transcendental development. Then，puts forward several reform programs，including the reform and integration of bidding law with government procurement law，integrating and adjusting the institutional systems into two levels，the integration and supplement of standard documents for bidding procurement，the integration of public resource trading center（or the place）and the electronic bidding procurement platform. Finally，expounds the arrangements and measures of carrying out the reforms，in order to form the bidding systems，the rules and standards for Chinese version.
