摘要：鉴于PPP模式下传统造价管理体系难以适应新需求，分析PPP项目造价管理和传统项目造价管理的区别，并明确PPP模式适用的造价管理模式。在此基础上，从合理选择PPP项目招标采购计价模式、重视PPP项目工程建设及其他费的管控、根据PPP项目性质合理确定政府审计范围角度，分析PPP项目全生命周期造价管理的要点，为PPP项目造价管理提供参考。

Abstract：In view of the difficulty in adapting traditional cost management system to the new demand in PPP mode，this paper analyzes the differences between PPP cost management and traditional cost management，and defines the cost management mode applicable to PPP mode. On this basis，from aspects of rationally selecting the PPP project bidding procurement pricing mode，attaching importance to the PPP project engineering construction and other cost control，reasonably determining the scope of the government audit according to the nature of the PPP projects，analyzes the key points of the whole life cycle of the PPP project cost management，in order to provide reference for the cost management of PPP project.
