摘要：基于PPP模式内涵对项目利益相关者进行角色定位与收益诉求界定，在此基础上引入合作博弈Shapley值模型，构建PPP项目公共部门和私营部门的收益分配方案。最后结合北京地铁4号线案例，检验收益模型的适用性。结果表明，基于Shapley值的收益分配方案有效地适用于PPP项目，保障合作的公平和效率。

Abstract：This paper bases on the connotation of the PPP mode to define the stakeholders’ roles and their profit appeal. On the basis，introduces the Shapley value of cooperative game，establishes the profit distribution of PPP projects for the public and private sectors. Finally，combined with the case of Beijing subway line 4，verifies the serviceability of the model. The results show that the profit distribution based on Shapley value can be effectively applied to the PPP projects，so as to ensure the fairness and efficiency of cooperation.
