摘要：公共工程建设为我国的经济和社会发展提供了强有力的基础，但实践中仍存在大量工程失控，不可持续等价值实现失败的问题，过往研究也很少关注公共工程价值实现问题。本文界定价值内涵，分析价值实现内涵，指出公共工程价值实现应关注铁三角（工期、成本和质量）之外的价值。然后分析已有价值实现框架，并指出已有价值框架适用于公共工程的局限性，以期为针对公共工程价值实现框架的构建提供参考。

Abstract：Public projects provide a strong foundation for the economic and social development in China. However，management issues，such as runaway and unsustainable projects，are common in practice，eroding project value creation. Prior researches have paid little attention to the value creation of public projects. This paper elaborates the concept of value and value realization，points out that value creation of public projects should go beyond the iron triangle. Then，analyzes the existing frameworks of value realization to identify the limitations of their application on public projects，in order to provide reference to value creation framework of public projects.
