摘要：分析我国代建制存在的主要现实问题，从政府干预、代建企业、行业制度三个方面阐述问题产生的原因。然后，从政府、企业和市场三方视角，针对性地提出政府扶持产业发展、企业加强自身建设和代建行业有序竞争的措施，以期能够对代建产业今后发展提供参考。

Abstract：This paper analyzes the main practical problems existing in the agency system of China，and expounds the causes of these problems from three aspects：government intervention，enterprise construction and industry system. Then，from the point of view of government，enterprises and market，puts forward the measures of government supporting industry development，enterprises strengthening their own construction and the orderly competition of agency industry，so as to provide reference for the future development of agency industry.
