摘要:建筑劳务用工模式的不完善是导致建筑劳务用工问题的主要原因之一。介绍施工企业直接雇佣、劳务分包企业用工、架子队用工和非成建制用工四种模式。运用问卷调查法与实地调研相结合的方法调查传统建筑劳务用工模式下产生的劳务用工问题现状,调查结果显示农民工工资被拖欠问题最为严重。在上述基础上,以实名制管理为手段,构建以劳务“基站”为依托的建筑劳务用工模式,为模式创新提供思路。

Abstract:The imperfect of construction labor employment model is one of the main reasons for the problem of construction labor employment. This paper introduces the four types of construction labor model,including direct employment of construction enterprises,labor subcontracting enterprises,employment of shelf teams and casual employment. Through the method of questionnaire and field investigation,investigates the current situation of labor employment in the traditional construction labor model. The results shows that the wage arrears of migrant workers are the most serious. Based on the above analysis,using real-name registration system,establishes the construction labor model based on “base station”,in order to provide ideas for model innovation.
