[摘　要]　全寿命周期成本为政府采购提供了全新的视角，它要求政府采购应追求产品的全寿命周期成本最小，尤其应该关注环境成本和社会成本，以提高整体社会效益。介绍了全寿命周期成本概念，分析了政府工程采购的全寿命周期成本构成，提出了全寿命周期成本估算方法，介绍了估算中有关参数的确定方法。

Abstract: Life cycle cost provides a new perspective for government procurement. It requires the government to pursue the minimization of life-cycle cost of products. In particular, environmental costs and social costs, should be concerned to improve the overall social benefits. The paper introduces the concept of life cycle cost, analyses the life cycle cost of government project procurement, establishes estimation methods of LCC, and introduces the choice of parameters in estimation methods.
