摘要：保证PPP市场可持续健康发展的前提是降低项目融资成本、保证社会资本达到预期收益。通过分析国内PPP项目交易模式、融资特征与方式、资金收益模式与风险，梳理出确保PPP项目资金合理流动的原则。

Abstract：The premise of ensuring the sustainable and healthy development of PPP market is to reduce project financing costs and ensure social capital to achieve the expected revenue. This paper analyzes the transaction model of domestic PPP projects，financing characteristics and methods，capital revenue model and risk，combs out the principle of keeping the capital flow for the PPP projects.
