摘要：设计概算是市政项目投资控制的最高限。阐述PPP模式下市政项目设计概算精准化的新要求，从工程量计算、定额选用、技术经济指标复核和积累三个方面探讨提高市政项目设计概算精准性的途径以及主要措施，以期适应PPP模式的需要。

Abstract：The preliminary design budgetary estimate is the maximum limit for the investment control of municipal projects. This paper explains the new requirements for the precision of preliminary design budgetary estimate of municipal projects under the PPP model. From three aspects of the calculation of quantities，the selection of quota，the review and accumulation of technical and economic index，discusses the approaches and main measures to improve the precision of preliminary design budgetary estimate of municipal projects，in order to meet the needs of PPP model.
