[摘　要]　通过对《清单计价下工程措施方案的约束力分析》有关观点的讨论，认为根据《合同法》规定，投标工程措施方案是投标文件的主要组成部分，应当作为标后施工组织设计的主要依据，并纳入合同管理；同时，由于主客观条件的变化，标后施工组织设计的修订、补充及完善也不可避免，但并不构成业主不可限制的理由，理应得到批准后方可实施，以维护公平和效率原则，实现投标承诺的目的。

Abstract: According to Analysis on Binding Force of Construction Measure in the Works with Bill Quantity Valuation, the paper put forward that, as the main part of tender document, constructing measure should be used as main basis of construction organization design after winning a bid ,and be brought into contract management. At the same time, because of subjective and objective changes, construction organization design after winning a bid can hardly avoided revision, supplement and perfection, which couldn't limit owner's control rights. The revision was carried out by approved for principle of fairness and efficiency, and goal of bidding promise.
