摘要：分析国内公租房租赁补贴的测算方法，发现依据住房困难程度和支付能力给予差别化租赁补贴的方法存在“临界点效应”，不利于激励劳动供给。提出测算公租房租赁补贴的新方法（超额累进差额法），经论证该方法能够兼顾公平与效率，为推进公租房货币化保障提供参考。

Abstract：This paper analyzes the calculation method of domestic public rental housing subsidy，finds that the calculation method that according to the degree of difficulty and the ability to pay for housing，has the critical point effect，which is not conducive to stimulating labor supply. Then，suggests a new method（the excess progressive difference method）to estimate public rental housing subsidy，and demonstrates that this method can take into account fairness and efficiency，so as to provide reference for promoting the monetization guarantee guarantee of public rental housing.
