摘要：现有造价理论研究及实践对企业定额未有充分讨论与认识，业界对企业定额与传统施工定额、预算定额的关系定位亦未有全面、清晰的统一认识与界定。从理论角度来认知定额、企业定额，阐述企业定额的内涵与外延，分析其与施工定额、预算定额的应有联系与关系，明确企业定额是以施工定额为基础、底线，以预算定额为标杆、上限，以企业盈利最大化为准绳的企业经营计价标准。

Abstract：The existing cost theory research and practice have not fully discussed and understood the enterprise quota，and the industry has not comprehensive and clear understanding and definition of the relationship between enterprise quota and the traditional construction quota and budget quota. This paper cognizes the quota and the enterprise quota from a theoretical point of view，and elaborates the connotation and extension of enterprise quota，analyzes the relationship of enterprise quota，construction quota and budget quota，clarifies the conclusion that enterprise quota takes construction quota as foundation and bottom line，budgetary quota as benchmark and upper limit，and the maximization of enterprise’s profit as the standard of enterprise operating valuation.
