摘要：PPP项目回收期限长，退出机制不完善，社会资本方退出问题逐渐突出。基于此，引入资产证券化，分析资产证券化的特点和运作流程，建立经营性PPP项目资产证券化退出机制。以A市生活垃圾处理厂项目为例，介绍经营性PPP项目资产证券化机制的实施，以期协调政府和社会资本方的利益实现。

Abstract：PPP projects have the long period of recovery，imperfect withdrawal mechanism，the problem of the withdrawal of social capital is gradually coming out. Based on this，this paper introduces asset securitization，and analyzes the characteristics and operation process of asset securitisation.Then，establishes the withdrawal mechanism of the asset securitization of operational PPP projects. Taking the project of A municipal solid waste treatment plant as an example，introduces the implementation of the asset securitization mechanism of the operational PPP projects，in order to coordinate the interests of the government and social capital partners.
