摘要：工程造价伴随着项目的整个建设周期，其中工程建设前期阶段（投资决策阶段、设计阶段、招投标阶段）的工作对工程项目的造价控制起关键作用。分析工程建设前期工作对工程造价的影响，提出工程建设前期工作中有效控制造价的措施，以期提高工程造价的控制效果。

Abstract：The engineering cost is accompanied by the whole construction period of the project，and the work in the early stage of project construction（the investment decision stage，the design stage and the bidding stage）plays a key role in the cost control of the project. This paper analyzes the effect of early construction work on engineering cost，and puts forward some effective measures for controlling the cost in early construction work，so as to improve the control effect of engineering cost.
