摘要：高校基建管理是一项系统的、复杂的专业性工作，且为腐败现象易发多发敏感领域，建立和完善管理制度来提高管理效能至关重要。结合多年基建管理工作实践经验，提出全过程基建管理制度、内控制度、岗位说明书等制度建设策略，以及技术管理、设计、监理、造价、法律等建设队伍的管理策略，供高校基建管理同业参考。

Abstract：Basic construction management is a systematic，complex and professional work，and it can easily lead to corruption. So it is particularly important to improve the efficiency of basic construction management by establishing well-designed management system. Combined with years of basic management experience，this paper puts forward some strategies about system construction，such as the whole process infrastructure management system，internal control system and job description，and some strategies about the management of construction teams，such as the technical management，design，supervision，cost and legal，which can be referred by other administrators of basic construction management in colleges and universities.
