摘要：从参与人员、参与制度、参与信息、参与实务、项目自身情况五个方面探究提升公众参与有效性影响因素。以问卷调查得到的116份有效数据为样本，运用结构方程模型对旧城住区改造中公众参与有效性的影响因素进行实证研究。结果表明参与制度对于公众参与有效性的正向驱动作用最为显著。

Abstract：This paper explores the factors affecting the effectiveness of public participation from five aspects of participating personnel，participation system，participation information，participation in practice，and the situation of the project. Taking 116 valid data obtained from the questionnaire as samples，uses the structural equation model to conduct an empirical study on the influencing factors of the effectiveness of public participation in the reconstruction of residential areas in the old city. The result shows that participation systems is the most significant to the effectiveness of public participation.
