摘要：政府购买服务及政府与社会资本合作（PPP）是传统基础设施领域新型公共产品和服务供给模式。实践中，一些地方政府将两者概念混淆，以政府购买服务名义变相进行项目融资，导致财政风险加大。结合新疆交通PPP项目实践，对两种模式在现行政策条件下的合规性、可行性进行分析，厘清两者概念、区别及联系，明确各自适用范围。然后论述政府付费型PPP模式与政府债务的关系，提出政府付费型PPP模式本质上不构成政府债务，是现阶段合规可行的主要路径。

Abstract：The government purchase service and the government and social capital cooperation（PPP）are the new model of the new public goods and service supply in the traditional infrastructure field. In practice，some local governments confuse the two concepts，and make project financing in the name of the government purchase service，which leads to the increase of financial risk. Combined with the practice of Xinjiang transportation PPP project，this paper analyzes the compliance and feasibility of the two modes in the current policy conditions，clarifies the two concepts，differences and relations，clears the scope of their application. Then，discusses the relationship between the government paid PPP model and the government debt，and proposes that adopting the government paid PPP model does not constitute government debt in essence，which is the main path of compliance feasibility at the present stage.
