摘要：针对建设成本折现利润率模型、建设成本折现模型、期初平均建设成本折现利润率模型，从运营成本补贴和建设成本补贴角度，比较三种补贴模型的利弊。在此基础上，给出三种补贴模型的适用条件，为PPP项目前期的财务投资分析及后期合同签订等提供参考。

Abstract：According to the construction cost discount-profit rate model，the construction cost discount rate model and the initial average construction cost discount-profit rate model，the paper compares the advantages and disadvantages of three model from the perspective of operation cost subsidy and construction cost subsidys. Based on the above analysis，gives the applicable conditions of the three subsidy models，in order to provide references for the financial investment analysis and the signing of the later contracts of the PPP project.
