摘要：从利益相关者的角度出发，识别出综合管廊PPP项目收费定价的14个影响因素，基于Grey-DEMATEL方法对影响因素进行因果关系分析。结果表明，政府法律法规、监管机制以及地区经济发展水平是影响收费定价的根本因素，政府补贴和投资收益率是最重要的因素，并据此提出相关建议。

Abstract：This paper identifies 14 factors influencing the pricing of PPP projects in utility tunnel from the perspective of stakeholders and conducts a causal analysis of the influencing factors based on the Grey-DEMATEL method. The results show that the government laws and regulations，regulatory mechanisms，and the level of regional economic development are the fundamental factors influencing the pricing. Meanwhile，the government subsidies and the investment rate of return are the most important factors，and puts forward the relevant suggestions accordingly.
