摘要：以水泥项目建设的实践经验为例，对边设计边施工或无设计图纸项目的招标投标问题从工程量清单编制、合同计价方式选择、不平衡报价控制、工程变更及市场价格调整、合同条款设定等方面进行探讨，并提出切实可行的措施与办法，对复杂项目的招标投标具有一定的参考作用。

Abstract：Taking the practical experience of cement project construction as an example，this paper analyzes the problems of bidding and tendering on the side of design or without design drawing project from the aspects of bill of quantities preparation，contract pricing method selection，unbalance quotation control，engineering change and market price adjustment，contract terms setting. Then，puts forward practical measures and methods，which have a certain reference for the bidding and tendering of complex projects.
